From supply2.gov.uk, I see that the University of Hertfordshire's purchasing department has put out a contract notice with a Global Bid for the maintenance of Security Systems, both existing ones and those for the future.

It seems to me that this might not be a good idea!

I've just noticed that what appears to be the administration of HCC government employee pension schemes are up for Global grabs to the most economic bidder!

According to supply2.gov.uk, the University of Hertfordshire is planning to move its Law School from St Albans to new premises on Hatfield's De Havilland site, with construction work contract(s) worth £6.5 million (+ vat) and dependant upon economic weighting of Cost: 55%, and Quality: 45%.   :o

They can't be short of a bob or two! And they have not long finished building the new student union block.

Anne - it beggars belief.  They have CUT lecturers / staff and yet they are still going ahead with the buildings?   Soon there will be loads of Accommodation for students, but no students to live there (despite GB saying all will have the same opportunity to go to Uni!).

This is Gordons investments. New buildings going up all over the place but no money to fill them with workers or users. The investment has got ahead of the curve. Whilst some was needed this spending is what has got us so far into debt. It is not because we need it but because the Govt needs it to try and keep people working and massage the real figures. End result is lots of immigrant labour, little change in the dole queue and massive debts piled up that we will struggle to pay off. Prudence clearly went to one of the state schools that are on 'special report'. Have you noticed how she slipped from view?

As listed by Supply2.gov.uk, Welwyn Hatfield Council in partnership with Stevenage Borough Council and Dacorum Borough Council are looking for printing contractors.

This is the means by which the contractor will be selected:
QUOTE
Finance pass / fail.
Experience - 60 marks (maximum of 30 marks for previous experience and 30 marks for references).
Health and Safety - 15 marks.
Equalities - 15 marks.
Quality standards - 10 marks.
UNQUOTE

It seems to me that a 'green', eco-friendly factor could be introduced into this list. Products made locally will have a lower carbon footprint...  and will help to ensure local jobs!

That shows exactly how wrong choices can be made. The allocations of points can be quite arbitrary. I dont see Value for Money against any of them? Who decides that quality of output (presumably) is less important than Health and safety? Or Equalities. I would make a total hash of my budgets if i went into that kind of rubbish everytime I needed to make a decision.

Cant these companies be required to produce a proposal and then be interviewed and visited and then a subjective decision made? Surely all this leads to is more bureaucrats and more bureaucracy. Besides, it will also be expensive. Instead of having a central purchase I doubt they would do much better than having small local suppliers who dont need the overheads of Health and Safety advisors or account managers or Equal opps managers. These type of contracts kill small businesses and increase costs by insisting on bureaucratic nonsense which only the councils and large companies can afford to to waste money on.
