The online plans take ages to load and are of very poor quality.
Its probably best to view them in the Council offices offices on the Campus.
Cut off date for comments 20th July

The list of 'neighbours' you noted were possibly those who put forward comments on the scheme

Here is the Decision Notice Summary from Welwyn Hatfield Council as to why the planning application was refused...

It looks huge, but is worth a skim through to find comments like:
  • provides no affordable housing
  • no obligation for developer contributions towards primary education, nursery education, youth services, childcare provision and library provision
  • insufficiently high design quality for this prominent site
  • fails to satisfy requirement for childrens equipped play facilities and play space
  • inadequate provision for parking vehicles
  • fails to demonstrate the impact of the proposal on highway safety, capacity and free flow of traffic
  • inadequate consideration of the transport impact of the development
  • inadequate consideration of flood risks
  • inadequate consideration of noise

Perhaps we, the Welwyn Hatfield residents, should remember these when the Tesco / Spenhill plans are submitted...    ::)

There will be a Public Inquiry to consider the appeal on 9th Feb @ 10am in the Council Chambers, Campus West. Four days have been booked.
