There is some good noise suppression on the SW section of the M25.

Maybe we could have some of it fitted on the A1M north of Jn6 under the infrastructure spending which Gordon Brown keeps on mentioning as a way of getting out of the economic mess we are in.

We've not had much success with the succession of Ministers involved, but in the background we've been challenging the noise survey that was carried out by the Highways Agency. I'm tending to post to this Welwyn Hatfield Forum rather than Quieter A1M and will make a note on there to say this.

This Forum is quicker and more interactive to update.

I'll also merge this thread with another on the Quieter A1M subject, so we have the whole discussion in one place.

Grant.

P.S. About to publish the latest letter back from the Minister too.

The http://www.Quieter-A1M.com website will stay live in order to provide the background and history to this campaign, but I've now updated the Quieter A1M website to indicate that the latest news on this campaign will continue to be posted to this thread, reflecting that this Forum has now become one of the natural places for residents to turn to get updates on this issue and other local news and campaigns.

A rather poor letter from the Transport Minister will be posted to this thread shortly with an update on the flawed noise survey that was carried out.

Surely it would be an ideal opportunity to re-surface at least some of the carriageway while the tunnels are closed??

Hi all,

If you are having trouble downloading the file in my previous post, here is the letter from Andrew Adonis MP in full.

What a load of gobbledegook and double talk.
Any insane person let alone a sane person will know that a severe distortion of noise figures will be obtained behind a fence or wall or tree screen, these are well proven methods of deflecting traffic noise in the gardens of main road residences. his Health and Safety excuse is a complete smoke screen of incompetence by him and his department.

Just as a quick update. Those involved in the Quieter A1M campaign have had a telephone conference on the subject this week and have resolved to take two specific steps to try to keep the pressure up on the Government and the Highways Agency.  We will publish an update on this shortly.

Grant's asked if any residents have any specific points that they would like raised regarding noise levels on the A1(M) anywhere in the Welwyn Hatfield area, please post them on the Forum so that he can take them up with the Highways Agency when he meets them within the next few weeks.

It will be of interest to assess what the noise impact of the Tunnel speed limits will be

I could imagine the residents on the west side of the Birchwood estate in Hatfield will notice lower noise levels as a result of the 40 MPH limits.

Conversely the east side of Stanborough area which already suffers badly from the A1M noise, may get further aggravation particularly from heavy goods vehicle traffic accelerating north out of the speed limit zone.

Here is a loaded question for you to ponder.  If the general election goes your way?  Would you get the resurfacing of A1 Hatfield moved to a greater priority,  Even to get the surface done as part of the Tunnel upgrade as it will still have ayear to complete after the election.

Re: Quietening the A1M - update meeting with Highways Agency
« Reply #26 on: July 23, 2009, 03:49:37 PM »
Hi folks,

A bit of progress on the Quieter A1M campaign...

Highways Agency Meeting

I've now met with representatives of the Highways Agency, together with Cllrs Fiona Thomson and Malcolm Cowan, regarding the continuing concerns over noise levels on the A1M. Some potentially interesting progress, though I am very cautious about the time table.

90% of A1M through Welwyn Hatfield has now been resurfaced

First of all, nearly 90% of the A1M through Welwyn Hatfield has now been resurfaced with the quieter road surface. The problem is that if you happen to live in the 10% which has yet to be done then you're still experiencing 100% of the noise!

The parts which have yet to be done

The sections which have yet to be done can be seen on the attached map. They include the section through Handside going North (there isn't much gain until both sides have been taken care of), the section which runs past Ayot Green and further up towards the former Clock roundabout (I am still awaiting a detailed map for Jnc 6 to 7. The section around Stanborough Lakes is also still on the old surface too, making the Lakes a noisy place to stand. One further section in Hatfield (opposite Birchwood) is programmed in for 2009/10 subject to funding.

New approach to mapping noise

The Agency team explained that under a new EU Directive, the Department for Environment, Food & Rural Affairs (DEFRA) are currently noise mapping the entire UK major road network to identify the highest road traffic noise levels in the country. These results will then go to public consultation for a 16 week period and DEFRA would expect to adopt an action plan by early 2010.

At that point, The Highways Agency will look at the worst effected sites during the course of 2010 and any noise-reducing work would be expected to be carried out by 2012/1213, depending on available funding.

This new work replaces what was previously known as the Hansard criteria and effectively the level of noise which is deemed to be acceptable will be reduced. Our hope is that it will be found that the most extreme Welwyn Hatfield examples will now fall within the more stringent test.

Detailed Noise Map attached

I am attaching a detailed noise map to this post which is a two page PDF file. Page 1 covers Junctions 1 to 3 and Page 2 covers 3 to 6. I am still awaiting Junctions 6 to 7 and will post once I have them.

Conclusion

The battle to quieten the A1M has been long and hard fought. There's a long history of this campaign at the http://www.Quieter-A1M.com website. Since we're down to the last 10% of the motorway which has yet to be resurfaced I'm keeping everyone posted via this forum thread, rather than updating the separate website now.

There are of course other measures that we have argued should be considered including sound proof fencing. This proves to be very expensive and the Highways Agency have concerns about it creating a tunnel effect for motorists which could be dangerous. The motorway surface is replaced when it gets worn out and we understand that the Handside section could still be several years away from getting done which causes us all considerable concern.  We will keep trying lobbying hard and hope that the latest mapping programme brings some relief.

Will keep you posted.
Grant.

P.S. The downloadable map is attached to the paperclip below. It is a 2 page PDF.

More updates on the Quieter A1M campaign with 2 new maps through from the Highways Agency following our recent meeting with them.

First of all, I was interested to hear what was happening north of Junction 6 since Welwyn Hatfield continues until around junction 6.5 up the A1M.

These two maps contains the detail if you are interested in the Welwyn and Oaklands area:

I've also now received the information about the DEFRA study and this rather large map can be viewed by clicking on the image below. You can then click on the icon (bottom right) to expand up the map again. Not terribly clear but it essentially shows that the A1M through Welwyn Hatfield is noisy (it also shows that the railway is noisy too).

And a bit more news on this subject. I've just received this letter which follows up on our meeting and puts the DEFRA noise survey in perhaps a slightly more positive light. It also specifically refers to the 500m section of the A1M through Handside which is causing so much concern for us all.
