As promised I am posting up some further information about progress on this issue. In particular I have just received this e-mail from the Royal Vet College which is self explanatory.

I am also following up with the other organisations involved in making the five-point plan above happen. And in addition, I have recently spoken to the police unchecked but they would still be in support of a Clearway. In principle there do not appear to be any difficulties with this aspect.

Here is the latest from the Vet College on the green travel plan progress...

I am emailing everyone to update you all on progress with the first two points on Grant's Five Point Plan.The development of the green travel plan has been slower than originally anticipated.  In order to ensure that the final plan is well researched, we engaged the services of a geography student from the University of Hertfordshire to prepare a report to provide evidential backup for the action points in the travel plan.  We now have a 100 page supporting document that provides the evidence and will be submitted as an appendix to the Plan.  This took some time to organise since it is largely based on survey work done for us together with some desk-top research.  The Travel Plan is now in its final stages of development and should be submitted to the County Council by the middle of June.On the car park planning application, we now have the evidence from the Residents Association that will go with the supporting statement on the application to the District Council.  We have been in regular discussions with Welwyn Hatfield planners since the meeting to ensure that when an application is submitted it will have officer support.  We are aiming to submit the application August/September to ensure that the work can be done by the end of the calendar year as agreed in the plan.Best wishesIan ................................Ian MehrtensDirector of Estates[/]

It is now over 4 months since the original meeting took place and there is still no proposal from the RVC. Was there a conclusion that the cars are parked illegally on the grass verge?

Here's a copy of the text from Grant's letter to all Hawkshead residents:


Dear Resident

I am very conscious that there seems to have been very little progress made in resolving the appalling parking situation in Hawkshead Lane, and I am writing to update you on the latest situation, following my meeting with the Royal Vet College and other key players in March.

As agreed, The RVC did submit an initial planning application to Welwyn Hatfield Council for additional parking spaces, but unfortunately this did not include sufficient background evidence to overcome the greenbelt issue. This led to the application being returned to the College to provide further information, in order to substantiate the 150 spaces requested.  I understand that this work has now been carried out and a revised application will be submitted by the end of this month.

The College submitted The Green Travel Plan in draft form to the County and Borough Councils at the beginning of July, disappointingly two months later than was agreed in our Five Point Plan. The College has now received feedback from both the Borough and County Councils and is working with the two authorities to revise the Plan. When this work has been completed, the revised version will be resubmitted for adoption. No timescale has been given to me on this, but I have asked to be kept closely informed of developments.

Herts Highways have confirmed that The Clearway Order cannot be progressed until the planning application has been submitted, but once this has been done, it would be advertised and installed as part of the overall project.

I am as frustrated as you must feel at this slow progress, but please be assured that I will continue to put pressure on all those involved, to ensure that this intolerable situation is resolved and I will continue to keep you updated with developments.

Whilst writing, I would like to say how sorry I was to hear that Jeff Cutler, the Chairman of your Residents Association, has moved away from the area and I would like to take this opportunity of thanking him for all his hard work. As you will know, the Association has been instrumental in getting us this far. A new Chairman is now urgently required and if this is something that you might consider; perhaps you could let me know and I will put you in touch.

All being done in the wrong order and at the wrong time of course but some progress is now being made. The RVC have some ambitious plans and I think they now have a firm handle on taking the local community with them which is going to include dealing once and for all with the parking problem which frankly they have created.

Green Travel Plan

We finally got comments back from the County Council in October and had a meeting with the officers late in October to discuss their comments/concerns.  We are in the final stages of dealing with those queries and hope to submit the final draft for adoption before Christmas.

Car Park Application

The consultants have completed the survey, we are likely to be going in for a car park with circa 100 spaces, as supported by the survey data and 5% reduction target.  Welwyn Hatfield require a Design and Access statements and Ecology reports and both are underway.  We are aiming to get the application in immediately post Xmas, if not sooner.

Here's the RVC's latest email update sent to me by Ian Mehrtens, the Vice Principal-Operations

Dear Katerina

I thought you might like to let Grant know that the travel plan with all their County Council amendments was sent to them on Friday 11th December. There is a meeting with them and our advisers on 17th to ensure that the plan meets their requirements and expectations.

Having now completed this then we will be in a position to submit the planning application for the car park in the first week of January with the
support of the travel plan and hopefully without therefore any objection to the application by the County Highways.
I will of course keep you posted on developments.
